The U.S. Diversity Immigrant Visa programme, also known as Diversity Visa Lottery has been imposed on Americans by Republican President George H. W. Saipov moved from Uzbekistan in 2010 under the Diversity Visa Lottery hairbrained scheme. He left a note in his pickup claiming he committed the attack on behalf of the Islamic State of Iraq and the Levant.
Uber has confirmed that Saipov is one of its drivers, despite him having a traceable history of traffic violations.
